ABSTRACT
Introduction. Within marine renewable energies (MRE), offshore wind farms (OWF) have undergone a strong expansion in recent years, reaching 55,678 MW of installed power worldwide, and 27,814 MW at the European level.
In Spain, however, despite the presentation of numerous offshore wind farm projects since the beginning of the 21st century, various technical, socioeconomic, and regulatory factors have slowed down the development of these initiatives. Indeed, the depth of Spanish marine waters, added to the initial state of the art (where floating installations were not yet considered an economically viable alternative), the suspension and elimination of premium systems (feed-in tariff and feed-in premium) for renewable energies as a result of the continuous modifications of their remuneration regime (which discouraged potential investors), the configuration of a long and complex licensing procedure, and strong local opposition (mainly from coastal municipalities, local associations, and fishermen's associations), hindered the development of these technologies.
